I think it's not easy to estimate the cost before you know what you need and what you are trying to accomplish.

Just like building the house. You need to know how big the house is, how many rooms it will have, what materials to use.

You should list out the things you can offer and the stuff you need to accomplish that. Then start search on the job board to find the average salary or hourly rate for each tasks.
