Question about creating a keyword map

My goal this week is to create a keyword map for our site. Here are two basic questions I have:

- What is a ballpark range of keywords I should be looking for? 100? 1,000? 10,000+?

- How should I best optimize our site with these keywords? Should I focus more on article submission, or should I just work them into the content of the site?

Can anyone guide me a bit and explain your process for finding keywords and optimizing a site for them?
