Loans for startups (unless buying a franchise or existing business) are notoriously difficult. Thus why many small businesses seek out Angels (I did for my first business. Wish I had just boot strapped it in hindsight).

For less than 25K, you could try pitching your story for a loan at lendingclub.com and get funding that way.
